ISPS CODE:
For many years, the term “safety” was used to define security and/or safety in maritime affairs worldwide and in ports in service. IMO (International Maritime Organization) has been imposing sanctions on ships, aiming the highest level, standard and constant functionality of security elements.
However, on September 11, 2001, in an unexpected time, when a means of transportation had been used as a weapon, world’s attention has been attracted on means of transportation and facilities at their service. The bulletin dated November 2001 and sent to all maritime workers, has requested a revision of their security precautions. This bulletin has introduced the maritime environment another term; “security”. USA, as the country facing the respective risks at most, has completed its entire works at academic level and presented a code in IMO Conference dated December 2002, demanding the revision of all ships and ports occupied in international maritime trade, by a common standard. This code defined as the ISPS Code (International Ship and Port Security Code), has been accepted at the conference chaired by Republic of Turkey, annexed as Chapter XI-2 to SOLAS (Safety of Life At Sea) and effective from July 1, 2004, stipulated the code compliance certificates for all ships and port facilities within code's concept. ISPS code, for being the first of its kind with the shortest time interval between its emergence and implementation, and its obligations set for the port facilities along with the ships, applies certain sanctions on ports and ships.
